Update deprecation guidelines
What does this MR do and why?
Brings the deprecation guidelines in line with the removal guidelines:
- https://docs.gitlab.com/ee/development/documentation/versions.html#remove-a-page
- https://docs.gitlab.com/ee/development/documentation/versions.html#remove-a-topic
remove_date should be three months after the removal, not three months after the deprecation.
