Add /user/runners endpoint to Cells Architecture blueprint

What does this MR do and why?

Describe in detail what your merge request does and why.

This MR adds a reference to an endpoint that was added recently to allow a runner to be created by a user (and be associated with that user), in the context of the deprecation of the runner registration token. I am not 100% sure that this will have an impact on the work of this blueprint, but we can discuss this in the MR and close it if not relevant.
