Quarantine flaky test in code

What does this MR do and why?

From issue #410055 (closed) during a master broken incident last weekend we fast quarantined the failures.

Now we are quarantining the test examples in Rails codebase based on slack discussion.

For the job failures listed in #410055 (closed) :

I see we have already quarantined 'Merge when pipeline succeeds activator', covering the other one missed in this MR.
