Replace stable Terraform CI templates with latest (w/out MR pipelines)

What does this MR do and why?

This change set replaces the current stable Terraform CI templates with the latest templates for %16.0

HOWEVER, it doesn't include the MR pipeline rules from the latest template, because this may cause issues when used together with Auto DevOps. The Terraform template depends on the SAST-IaC template which also opted to NOT update to MR pipeline rules and as such the Terraform template is "kind of" forced to also do that.
