Removes 'Pick into x.x' message from Danger

What does this MR do and why?

Bumps the Dangerfile gem to 3.9.0 on the 15-11-stable-ee branch to remove the 'Pick into x.x' mention since it is causing confusion with the new process. The new patch release process allows maintainers to merge into stable branches which deprecates the 'Pick into x.x' label.
