What does this MR do and why?

Service Desk: update ownership of metrics (#398163 - closed)

What: Move Service Desk metrics under Monitor:Respond

Why: Service Desk was previously owned by Plan:Certify, a.k.a. Plan:Product Planning.

These metrics are not marked as xmau filter (handbook), therefore AFAICT changing this should not impact any GMAU/SMAU/etc Sisense dashboards.

How to set up and validate locally

I don't know how/if this can be tested prior to merging.
