Fix docs and qa branch CI
What does this MR do?
In https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/11813, we modified CI so it runs Geo specs first if the branch is named with geo.
An except rule now seems to override an inherited except rule in rspec-metadata that excludes RSpec tests from being run on docs and qa branches.
This is an attempt to fix that.
