Fix deleting of feedback comment author

What does this MR do?

This is a follow-up to a discussion from !11162 (merged)

When a comment author for a Vulnerabilities::Feedback record is deleted, the ghost user is set as the comment author.

If a hard delete of the comment author happens (typically occurs as a result of an abuse report), the comment author will be set to null.
