What does this MR do and why?

This MR updates the gitlab-license gem to the latest version, v2.2.2. We recently updated the gem in https://dev.gitlab.org/gitlab/gitlab-license/-/merge_requests/19. You can view more details in that MR.

How to set up and validate locally

No functional changes to the gem introduced in this update. The targeted minimum ruby version was updated to 2.7.0. As long as the test suite passes, we should be good to go.
