Add ci_job_token_scope_enabled to project REST API

What does this MR do?

This MR adds the ability to toggle the ci_job_token_scope_enabled attribute for a given project with our public REST API.

Why are we doing this?

Indispensable to continue supporting our users leveraging the REST API.
