Enable vsa_group_and_project_parity FF by default

What does this MR do and why?

Enable vsa_group_and_project_parity FF by default.

This change enables the vsa_group_and_project_parity feature flag by default which makes the group-level VSA features available on the project-level as well.

The flag was enabled on GL.com. We want to enable it by default so it makes it into the %16.0 release.
