What does this MR do and why?

This implements the /.well-known/ url for changing password: https://www.iana.org/assignments/well-known-uris/well-known-uris.xhtml

How to set up and validate locally

curl -I http://localhost:3000/.well-known/change-password

should redirect to the URL to change passwords
