Remove incubation banner from ml_candidates_show

What does this MR do and why?
With the new Experiment tag, defining a feature as incubation confuses users. This replaces the alert with a lest intrusive experiment tag. This is the first of three MRs that change ml_candidate_show, ml_experiments_show and ml_experiments_index.

Create an experiment and a candidate
