What does this MR do and why?

With the [Feature flag] Rollout of `super_sidebar_nav` (#381456 - closed) enabled by default, all users (on SaaS and self-hosted) will have the choice to opt-in the new navigation redesign beta:

  • Users can enable the "New navigation" toggle in their user dropdown on the top-right of the current UI.
  • User can disable the "New navigation" by clicking the same toggle in their user dropdown, now on the top-right of the lefthand sidebar.

Screenshots are required for UI changes, and strongly recommended for all other merge requests.
