What does this MR do and why?

Introduces a service-table component is not yet referenced, it will be used in future MRs.

Standard pajamas components are used, with default styles and it looks like the screen shot below.

How to set up and validate locally

Since it is not used in the application, there's nothing to validate in your local GDK. Please review the code.
