Revert "Merge branch 'rf-more-data-cq-mr-diff' into 'master'"

Purpose of revert

This reverts Add data to Code Quality MR diff json (!117169 - merged) • rossfuhrman • 16.0. That MR is currently degrading the Static Analysis Error Budget.

As we aren't using the features added by the offending MR yet, we will revert. This will give us time to decide how to properly address the failure.

Reinstate "Merge branch 'rf-more-data-cq-mr-dif... (#409488 - closed) • rossfuhrman created to track re-instating the original MR.

Checklist

• Create an issue to reinstate the merge request and assign it to the author of the reverted merge request.
