Use correct migration finalisation method

This MR fixes the method used to finalise the following batched background migrations:

  • ResetDuplicateCiRunnersTokenValues
  • ResetDuplicateCiRunnersTokenEncryptedValues

According to https://gitlab.com/gitlab-org/release/docs/-/blob/master/general/patch/process_new.md#gitlab-project, when this MR is merged we'll want to cherry-pick it into a new MR targeting the latest %15.6 tag.
