What does this MR do and why?

Update feature_category to belong to groupanti-abuse

groupanti-abuse has 5 of the last 12 commits made in 2023. And we recently caused a number of 500 errors in production. Because Authentication and Authorization Group deals with a high volume of requests, this wasn't noticed in their error budget. For the near future it probably makes most sense that groupanti-abuse monitor errors in this area.
