Move frontend code to ProjectCiCdSettingsUpdate
What does this MR do and why?
Describe in detail what your merge request does and why.
This MR migrates the usage of deprecated CiCdSettingsUpdate mutation to the new (renamed) ProjectCiCdSettingsUpdate. We want the frontend to deploy first, and then we can proceed with the removal on the backend with !119061 (merged).
