What does this MR do and why?

This MR adds runners to the pipeline seed data

How to set up and validate locally

  • run bundle exec rake db:seed_fu FILTER=14_pipelines
  • curl https://gitlab.com/TrueKalix/gitlab/-/raw/tempo/patches/runner_cell.patch | git apply
  • go to Admin > CI/CD > Jobs
  • there should be runners
