Show eslint error for v-html usages
What does this MR do and why?
This should prompt an error
instead of a warning for any v-html
usages in the codebase.

We use
eslint-plugin-vue
with theplugin:vue/recommended
configuration which should have this as warning by default -
To err on the safe side, it's important to show an error instead of a warning to prevent against any potential errors.
It got removed with !63918 (diffs), possibly because there were no violations found during the migration.
