What does this MR do and why?

Relates to #396747 (closed)

Having validated that the code introduced to filter vulnerability findings that are dismissed on the default branch has not introduced performance or functional issues for GitLab in the week that it has been globally enabled, it is likely safe to enable this code by default to keep the codebase simple.

There is no expected desire to disable the functionality, as the flag was only created to be able to turn off the feature if performance proved instable.
