What does this MR do and why?

While the cleanup work in !118414 (merged) was good, one change removed the ability for the TW team to approve and merge MRs. As a quick workaround, let's revert and see if there's an alternative way to improve that section. I think we might need to double check the Verify section cleanup as well, as there are overrides and different overlapping paths.
