Replace hardcoded table names for ci_builds

What does this MR do and why?

Related to #382033 (closed)

It replaces the hardcoded table name ci_builds in some of the queries with quoted_table_name so that we will be able to switch to the routing table p_ci_builds without having to update it in all the queries.
