Draft: Queue replacement foreign keys during partitioning

What does this MR do and why?

When a table is converted to be the first partition of a new parent table, all foreign keys referencing that table become foreign keys to the child table, rather than the parent. This MR is the first half of fixing that problem - it adds code to queue replacement foreign keys referencing the parent table rather than the child table.
