Clarify which version introduced Comment Templates

What does this MR do and why?

The documentation for Comment Templates currently states that the feature was introduced in GitLab 14.9, but that was just via GraphQL. It has only been available for customers to edit in the UI as of 15.10. This MR clarifies the introducing version.
