What does this MR do and why?

Adds project-level configuration for product analytics that overrides the instance-level configuration

How to set up and validate locally

  1. Setup and configure the product analytics devkit
  2. Go to a project's settings >> General >> Product Analytics and configure product analytics the same as the instance level configuration
  3. Invalidate your instance level configuration by inputting invalid URLs (change ports, hosts, keys, etc. to be invalid)
  4. Go to Project >> Analytics >> Dashboards and verify product analytics still works correctly
