Use primary ssh_url_to_repo for geo proxied ssh clone url

What does this MR do and why?

Cherry-pick !117247 (merged) as a patch for %15.10

Use custom ssh_host from settings instead of secondary's host for SSH clone url in the clone dialog for Geo proxied sites. Geo secondary SSH clone_url in the clone dialog uses customised ssh_host instead of its host to render valid URL.
