This MR fixes missing compliance frameworks from root groups in subgroups filter

How to set up and validate locally

For the feature:

  1. Be on GitLab Ultimate
  2. Browse to a Group (you must be Owner)
  3. Create new Compliance Framework in Group Settings
  4. Browse to any Subgroup, which has a project
  5. Subgroup -> Security & Compliance -> Compliance Report -> Frameworks tab
  6. In filters start filtering by compliance framework
  7. Observe that framework from top-level group is available
