Remove Jira 8.13 references from DVCS docs

What does this MR do and why?
This removes references to Jira 8.13 and earlier from the DVCS documentation. Support for those Jira versions will be removed with the deprecation of the GitHub enterprise DVCS API. See the updated deprecation post: !117388 (diffs)
