Add milestone reference to removed milestone note
What does this MR do and why?
- adds old milestone reference to system notes
- assures milestone_id is set when in resource milestone event when milestone is removed

How to set up and validate locally
- Go to any issue with milestone set
- Remove milestone (from left panel)
- Check that "Removed milestone ..." is added in system notes
