Consolidate ID token claims documentation

What does this MR do and why?

We currently document the list of ID token claims in two different places. This MR consolidates the list into one place. In Add runner_id, runner_environment and sha claim... (!116867 - merged), we will be adding more claims to the list.

Related to #404722 (closed).
