Fix Verify FE rules for CODEOWNERS

What does this MR do and why?

Related to #393864 (comment 1347655095)

The CODEOWNERS rule /**/javascripts/usage_quotas/pipelines/ for Verify section shows invalid because @fulfillment-group/utilization-group/fe group does not exist.

In this MR I'm removing @fulfillment-group/utilization-group/fe until we have a better group from Fulfillment.
