What does this MR do and why?

This is a left-over from the Growth team. There are no plans to re-enable this experiment again. We re-used parts of it (credit card verification) for Identity Verification, so this feature can be removed.

This is the first part of removing require_verification_for_namespace_creation. In !117216 (merged) I will remove unused js files and requires_credit_card_verification column
