First File moved to ee/controllers/app_sec

What does this MR do and why?

I am moving Security related files inside gitlab/ee/app/controllers to one parent folder named app_sec. New file path is now gitlab/ee/app/controllers/app_sec. There are many more files to move into this file but I am trying to keep them small and fast. This is my first MR and I appreciate all feedback.
