Draft: Remove `webauthn_without_totp` feature flag

What does this MR do and why?

We deemed the webauthn_without_totp feature flag safe after it was rollout for Gitlab.com. See: #386270 (closed)

Now we enable this new feature by default and delete the feature flag.
