With the speed that we want and need to move around adding new AI tools to GitLab, we need a formalized process in place to ensure the utmost thought and consideration has been put into each idea and proposal being put forth. This issue template is meant to be the first step in that thought process and assessment.

Here is the MR for this issue template's addition to the internal handbook.
