Dequarantine project_templates_spec E2E

What does this MR do?

Dequarantines two examples from project_templates_spec E2E test that were affected by project template migration timing out on Staging. The issue is resolved now - tested manually and verified in quarantine job on Staging and Staging-Canary. Part of gitlab-org/quality/quality-engineering/team-tasks#1621 (closed) efforts.
