How to set up and validate locally

• Navigated directly to http://localhost:3000/groups/gitlab-org/-/discover_premium_and_ultimate
• It returned 404, so I've commented out both line 9 and 10 in https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/app/controllers/groups/feature_discovery_moments_controller.rb#L9
