Add new super sidebar menus for groups

What does this MR do and why?

Add new super sidebar menus for groups

As of now these menus are dummy menus which are mostly not rendered, as they have no menu items. We will fill them with menu items in follow-ups. The reason why we introduce them all within this commit: It will make it easier to have parallel MRs which actually utilize the new menus, resulting in less conflicts.

Screenshots or screen recordings

We will move all the menu items into their respective new menus and this will correct the order soon:

• Manage and Plan category: !116165 (merged)
• Build, Secure, Monitor and Analyze category: !116162 (merged)
• Operate category: Should be done with this MR.

How to set up and validate locally

1. Enable the super_sidebar_nav feature flag.
2. Log into the GDK and enable the New Navigation for the current user via the User Menu
3. Go to any group
