What does this MR do and why?

Describe in detail what your merge request does and why.

Today, self-managed users aren't able to see an overview of their organization unless they have one top-level group. This MR recommends that self-managed users create one top-level group from the beginning.

Note: We are working on Create Organization (&9266 - closed) and Add support for the Vulnerability Report and De... (&10048) once the Organization object is available.
