What does this MR do and why?

Project super sidebar: Manage category

This moves Activity, Members, Labels, Milestones and Iterations from the Plan menu to the Manage menu. See: https://gitlab.com/gitlab-org/gitlab/-/issues/393190

Project super sidebar: Plan category

This defines the order of the menu items within the Plan category. Furthermore we categorise Jira and Zentao issues as Plan Menu items. See: https://gitlab.com/gitlab-org/gitlab/-/issues/393190

We also renamed Boards => Issue boards in the super sidebar only. (Also if we only have one board)

Note: We have a bunch of MRs coming in parallel, moving the items to the right super_sidebar parent. Depending on when you review this MR and whether it is rebased, the order of categories might look different. Please focus on the "Manage" and "Plan" categories and especially their menu items.

Note: The Zentao integration also was moved from "Uncategorized" to Plan, but you only can define either Jira or Zentao. So the screenshots only show Jira.

How to set up and validate locally

  1. Enable the super_sidebar_nav feature flag.
  2. Log into the GDK and enable the New Navigation for the current user via the User Menu
  3. Go to any project
