Show Links tip only when toggle is displayed 🐛

What does this MR do and why?
It changes the behavior to display the pipeline links tip.
It adds a condition on the fact that the toggle is displayed.
There is currently a visual bug where the user shows the tip while it cannot hover the jobs.

I did not test locally, I do not have the project setup nor the disk space to set it up, but I am confident enough with my change
The new behaviour will hide the tooltip when switching back to the "Stage" view.
