Draft: PoC for Cost Factored Storage Sizes (Draft 3)

What does this MR do and why?

This is another PoC for https://gitlab.com/gitlab-org/gitlab/-/issues/378995 and https://gitlab.com/groups/gitlab-org/-/epics/10100.

This is another example of how we can calculate cost factored storage sizes and resulted from the work in https://gitlab.com/gitlab-org/gitlab/-/issues/393566.

This is probably the solution we will use. The code here is a draft, but the behavior will probably be the same.
