fix relative link in protected environments docs

What does this MR do?

The relative link back to index.md in the parent directory included the name of the directory, causing the URL to generate containing environments/ twice.

https://docs.gitlab.com/ee/ci/environments/environments/index.html

instead of the correct

https://docs.gitlab.com/ee/ci/environments/index.html

This MR removes the name of the parent directory to generate the correct URL.
