Remove `webauthn` feature flag usage on frontend

What does this MR do and why?

In preparation for the removal of the webauthn feature flag, #395028 (closed), we remove the feature flag usage in the frontend.

The webauthn feature flag has been enable by default since 14.6 (2 years ago). The webauthn feature flag was added in order to switch to it from U2F.
