What does this MR do and why?

Adds How to set up and validate locally to the new E2E test MR template.

In most cases MRs will be reviewed by Quality engineers who are familiar with how to run an E2E test locally. However, if the test is orchestrated, or the reviewer is not familiar with our E2E tests, the instructions would be helpful.
