Reverts a regression introduced in !114345 (comment 1317537646)

How to set up and validate locally

Running an EE version, with ::Gitlab::CurrentSettings.check_namespace_plan set to true (then you should see two cards on the page, as shown in the screenshots).

Then visit a Usage Quotas page (e.g. http://127.0.0.1:3000/groups/gitlab-instance-3d22f6d0/-/usage_quotas#storage-quota-tab).
