[Feature flag] Cleanup: compliance_frameworks_report
What does this MR do and why?
Clean up compliance_frameworks_report feature flag and all usages in code.

Screenshots are required for UI changes, and strongly recommended for all other merge requests.
How to set up and validate locally
- Be on GitLab Ultimate
- Browse to a Group (you must be Owner) -> Security & Compliance -> Compliance Report
Verify that the tabs show up and you can access and use the new frameworks report.
