Prepare Ci::Build model for primary key swap

What does this MR do and why?

These changes were extracted out of !113725 (merged) because they don't depend on the migration introduced there and I want to keep that MR as small as possible since there are discussions about it's performance. This will make a revert easier in case it fails.
